"Mr President, a respect for, and tolerance of, human rights are basic values of the Union. They are Western European basic values. In this regard, we all have to work hard to create a climate in all Member States in which, for example, sexual minorities are viewed with respect and appreciation. As for rules, they can have an impact on developments to some extent, but in this case it is more a question of attitudes. Attitudes can also be influenced through action in the areas of cultural policy and social policy. It has to be said that all sectors of society must try to cooperate so that the climate in all European States is as tolerant as possible."@en1
