lpv:translated text	"Mr President, the impassioned and fascinating nature of the debates held last week in Brussels within our group, as those being held right now in this Chamber show, if proof were needed, the importance of the matter before us today. In this light, there is a wide consensus in favour of according Turkey a special position due, specifically, to the history and geography of Europe. As a result there is some agreement on the need to intensify the relationship between the European Union and this country. Yet, even though we must acknowledge the progress that Turkey has made towards rapprochement, doubts remain as to its ability and even its intention to meet all the Copenhagen criteria. The time has come to get rid of this ambiguous position. This is why our group has suggested that a discussion forum be set up, uniting politicians from the European Union and from Turkey, naturally, but also representatives from elsewhere in society. The objective would be to look in depth into the matters which are still problematic, those involving respect for human rights and minority rights, of course, but also matters relating to economic relationships, and in this respect Europe must fulfil its commitments regarding the Customs Union and expedite the establishment of the appropriate financial protocol. In consideration of the geostrategic importance of Turkey and the role it continues to play in the defence of Europe, it seems to us, finally, that it would be appropriate also to table a discussion of questions of security and foreign policy. Establishment of a forum of this type seems to me the only way to respond to the questions that remain without hypocrisy."@en1
