"I think the questioner is quite right. If we have to use military troops, then we have gone wrong somewhere. The whole fundamental idea behind the EU is that attempts are made to bind the people of Europe to one another in a way which guarantees peace and security throughout Europe. If we talk about the enlargement process, what we are basically saying is that we must try to bind other countries too to a peaceful Europe and in a way that guarantees that problems don’t arise in this area. I am of precisely the same view, namely that we ought, in the first place, to direct our efforts towards such measures so as to ensure that crisis situations do not arise in Europe or in our immediate neighbourhood."@en1
