"Mr President, the question is a very far-reaching one: what can be done in this respect? Certainly it is clear that if it is a question of a country, for example, that has applied for membership of the European Union, the negotiations for membership may cover discussions on how people’s living conditions may be improved. In addition, it is certainly appropriate that, in the case of the Phare programme, for example, ways are found of funding projects which may result in improved living conditions, and in this way reducing pressures on migration within the Union."@en1
