"Mr President, ladies and gentlemen, the fact that four members of the old Commission have reappeared in the new Commission, despite the fact that they were part of that collegiate body which, on account of mismanagement, was forced to resign, is one of the reasons why we have refused to give our approval to this Commission for the current period. We were also not in a position to grant our approval for the period following on account of the fact that several of the candidates have not unequivocally declared themselves fully and individually responsible, as required by their office.
Mr Prodi has therefore passed up the opportunity to usher in a new start for the Commission, which is needed. He would have had a green light to replace the members from the previous Commission and thereby give a signal of transparency and integrity to the citizens of Europe. In the end, it is the aim of this Commission to consolidate its power base in terms of a European supergovernment. We do not agree with this development, nor does it correspond to the will of the citizens of Europe. Even if the resolution required for approval is to be regarded as a task conferred upon the Prodi Commission, which we certainly reject, we cannot agree to this because in this way, the fundamental responsibilities of this Parliament are allocated to one of the EU’s administrative bodies."@en1
