". (FI) Mr President, we have been unanimous in this debate. The actions of Mr Bangemann, a Member of the Commission, in this affair can in no way be approved. I would like to thank those who have spoken for having given their approval of the Council"s decision to take swift action in this affair, and for their support in bringing the case to court. I would like to underline the importance of Mr Prodi"s code of practice in this connection, and I wish to refer to Mr Elles" speech in which he said that hopefully we will not be saying ‘too little, too late’ next time. We must take care this time, then, that codes of conduct are absolutely clear and legally binding on all parties. In my view, it is an issue that concerns us all as it is sometimes hard for the public, as was mentioned here, to distinguish between the institutions of the Union, which means that events such as this should not be allowed to occur in any of the institutions.
