"I am in favour of this report’s proposal, which aims to achieve more flexible financial instruments for promoting democracy and human rights worldwide. These financial instruments are important. Their adoption as a package – comprising the development cooperation instrument (DCI), the related banana accompanying measures (DCI/BAM), the industrialised countries instrument plus (ICI+) and the European instrument for democracy and human rights (EIDHR) – was essential in order to slim down the procedures for accessing these financial instruments, thereby allowing them to be managed in a unified way that also made it easier to standardise the relevant bureaucratic processes. Conciliation on a particularly delicate subject like the use of financial instruments to promote democracy and human rights worldwide is an important and tangible indicator of the European institutions’ shared desire to ensure that such instruments are used in a consistent way and that they work more effectively and with fewer problems."@en1
